Economic Analysis

We regularly conduct economic analyses for waste processing and recycling projects. These analyses include estimation of capital and operating costs and of project revenues and preparation of pro formas for specified project periods. We also have prepared business plans and third-party investment analyses for a variety of solid waste management projects.

 

Dominican Republic -- The Government initiated the preparation of a project for the improvement of water supply and sanitation services in tourist areas. The project involved the review of financial statements, budgets, and revenue options for seven cities/regions in the country. Specialized assistance was provided in various aspects related to private sector participation in solid waste management.

City and County of San Francisco -- A technical and economic evaluation was conducted of the systems used to collect and process garbage (rest waste), recyclables, and organics from the City's residential and commercial waste generators. Capital and O&M improvements were identified that would be required to maintain the current processing capacity and evaluated and defined the requirements for obtaining additional processing capacity. In addition, CalRecovery analyzed new collection technologies for integrated collection, diversion of waste by the private sector, and management alternatives for C&D wastes and commercial wastes. Assistance was provided to the City in the review of a rate application submitted by the private collection company.

City of Sacramento, California -- Assistance was provided to the City in the conduct of a cost of service and rate setting study. Work included: 1) determining the cost of providing collection service for garbage and recyclables; 2) disaggregating the costs into specific costs for various types of services; and 3) assisting in the development of the rate methodology.
